On Thursday, October 28, just after 7:30 a.m., security guards employed by Rancho Santa Fe Patrol called the San Diego Sheriff’s Communications Center for assistance. They responded to a possible solo vehicle collision near a residence located in the 16000 block of Puerta Del Sol in the unincorporated area of Rancho Santa Fe. Upon arrival with the fire department, they observed an adult Caucasian male, later identified as Jason Collins, 48 (DDN 10/16/1973), seated in the driver’s seat of the parked vehicle with an unknown female passenger. A handgun was observed inside the vehicle. Collins, who was awakened by the firefighters’ response, told them to “come back”. Several patrollers from the North Coast Sheriff’s Station arrived and established a perimeter around the vehicle. The sheriff’s ASTREA helicopter and a sheriff’s dog unit intervened to assist. ASTREA was able to see inside the vehicle, observing that the man and woman were no longer inside.

At this point, several residents began calling the Sheriff’s Communications Center stating that a man matching Collins’ description had been seen on their property. As MPs continued their search for Collins, a citizen living in the 16000 block of Via Del Alba reported that a man matching Collins’s description had just stolen his vehicle, a 1987 Oldsmobile Cutlass Supreme. A MP observed Collins exit Citizen’s Driveway in the stolen vehicle at high speed. The deputy attempted to perform a traffic stop, but Collins did not yield and continued traffic ensued.

The deputies were able to deploy a spiked tape, flattening the vehicle’s tires. The vehicle slowed down and came to a stop in the 14000 block of El Camino Real in the city of San Diego. MPs conducted a high-risk vehicle check and Collins was taken into custody without further incident. He was not in possession of a firearm and claimed that the one he had previously seen in his possession was a toy. It was later determined that the unknown woman seen with Collins earlier in the morning was his girlfriend. She was not injured and is not considered a suspect. No members of the public or sheriff’s staff were injured in this incident.
