On October 29, the Mexican government published in the Federal Official Gazette, an executive decree regulating the use of diagnostic vehicles and prototypes by car manufacturers, assembly companies or importers.
The aforementioned decree aims to regulate the shipment of license plates that will allow diagnostic vehicles to operate on Mexican federal roads and bridges exclusively for the purpose of performance diagnostics.
In particular, specific vehicle plates will allow car manufacturers, assembly companies or importers to perform diagnostics on noise emissions, fuel consumption, durability, cooling, performance, systems monitoring, among other vehicle tests.
A diagnostic vehicle is a vehicle that serves from an initial prototype to a final product.
According to the decree, automobile manufacturers, assembly companies or importers interested in obtaining the aforementioned plates must comply with a prior registration with the Mexican Ministry of Communications and Transport, in order to then conclude a rental contract for the use of the plates which will require the payment of a monthly fee.

In addition, the Executive Decree establishes a series of rules for the movement of diagnostic vehicles on Mexican federal roads and bridges; for example, with respect to the maximum weight or capacity requiring compliance with applicable regulations and official Mexican standards (i.e. SCT-012-2-2017), or with respect to vehicles of diagnosis of public transport for which the simulation of passengers with staff is prohibited.
Finally, it should be mentioned that failure to comply with the monthly payments of the rental contract for vehicle diagnostic plates for up to six months, will result in the termination of the rental contract and a new one will only be authorized after one year. .
